Teenager Passes CPCS Exam on JCB Backhoe Loader
Thirteen-year-old Finlay Gallagher has made history as the UK’s youngest qualified digger driver, successfully passing his Construction Plant Competence Scheme (CPCS) examination.
Finlay achieved the qualification at Flynne Plant Training Centre in Rochford, Essex, where he undertook rigorous practical and theoretical testing on a JCB 3CX Plus Backhoe Loader. The assessment included operating the machine safely, digging and loading with accuracy, handling attachments and forks, and demonstrating correct lifting techniques.
A Family Legacy in Construction Machinery
Construction is very much in Finlay’s DNA. His grandfather, Pat Gallagher, founded the Gallagher Group over 50 years ago with a single JCB 3C MK 2 Backhoe Loader. Today, the company employs over 500 people and runs a fleet of more than 300 machines. His father, Stephen Gallagher, is a Director and hopes that Finlay will one day join the family business.
“I’ve loved diggers since I was really little,” said Finlay. “My grandad Dave let me ride in his dozer, and Grandad Pat got me into excavators and Backhoe Loaders. This qualification is a great first step, and I want to learn to operate even more machinery.”

Outstanding Performance and Recognition
Trainer Derek Mansfield from Flynne Plant Training praised Finlay’s aptitude:
“He’s one of the most capable young candidates we’ve ever had. His machine control and technical understanding were far beyond what we’d expect for his age.”
To celebrate his achievement, Finlay was invited to a JCB Groundworker Day, where he received a special gift from Lord Bamford, Chairman of JCB, and made his debut with the JCB demonstration team, driving a hydrogen-powered Backhoe Loader during the opening routine.
“I wholeheartedly applaud Finlay’s achievement,” said Lord Bamford. “He has demonstrated just how intuitive and accessible modern JCB machines can be.”
Inspiring the Next Generation
Finlay hopes to inspire other young people to consider a career in construction. Inspired by Instagram content creator Georgina Williams (@the_happydigger), he launched his own social media account @digger_finngallagher to share his journey and promote opportunities for young enthusiasts.
